Instructions
Step 1: Make the Brownies
- Preheat oven to 350°F (175°C) and line an 8×8-inch pan with parchment paper.
- In a bowl, whisk together melted butter and sugar until smooth.
- Add eggs and vanilla extract, mixing well.
- Stir in flour, cocoa powder, salt, and baking powder until just combined.
- Pour batter into the prepared pan and bake for 20-22 minutes or until a toothpick comes out with a few moist crumbs.
- Let the brownies cool completely before adding the cookie dough layer.
Step 2: Prepare the Cookie Dough
- Heat-treat the flour by microwaving it for 30-60 seconds or baking at 350°F (175°C) for 5 minutes. Let cool.
- In a bowl, beat butter, brown sugar, and granulated sugar until fluffy.
- Mix in milk and vanilla extract.
- Gradually add flour, mixing until smooth.
- Fold in mini chocolate chips.
Step 3: Assemble the Layers
- Spread the cookie dough mixture evenly over the cooled brownie layer.
- Refrigerate for 30 minutes to firm up.
Step 4: Add the Chocolate Topping (Optional)
- Melt chocolate chips and butter together until smooth.
